Gear sets have gone from being a must to being a utility. Gear sets are complete trash. Ask anyone why they loved their Striker, Predator or Tactician set and they will give you a list as it pertains to them personally and organically. Ask anyone about the gear sets in the the Division 2 and all they can say is how it buffs the team. Garbage.

This is just my opinion. But I like the way the gear is in Division 1, seems a little more creative. I would have like it, if they did keep the same gear design. I understand, they're avoiding those who will complain that it's just a updated D1, like Fallout 76 to Fallout 4. But, I do like a refreshed system. I'm a Division fan boy, so I'll probably like anything they come out with lol. Except for the no matchmaking thing lol
The weapon damage I was referring to is the 0.5% weapon damage on that mod. That is what maxes out at 4%. While you have 6% rifle damage, that mod has an extremely low roll on its major attribute. The rifle damage is the random minor attribute.
No worries but that shows how dumb the mod system is. You get weapon damage, weapon specific weapon damage as well as weapons specific crit chance or crit damage. Way too many options in a game based on RNG.

Honestly, i picked up the division2 like a week ago, and yesterday i was googling for what the gear sets are ine division 2. The first time i looked at them i looked at disbelief, and re read it. I couldnt believe what i saw, i mean its garbage.
Helpful video but doesn't address the underlying issues with why I continue to hoard trash gear. I think an in-depth look at the psychological state of a hoarder of trash gear is needed.
You’d have thought with all the mistakes they learned from during the 3 years of The Division 1 that they’d be getting everything right for The Division 2?! Think again! It’s apparent that they haven’t learned a god damned thing! Anyway let’s hope that TU4 at least fixes the bugs they gave us when they dropped TU3! My favourite being the one where anything you get from a cache is NOT flagged as new when you look in your inventory! WTAF!!!? But the one thing I’ll be happy for them to fix will be the shit show that was double-clicking to chem heal for us console players! The NCPs have had enough health from me! Enough of this shit! Fix it!!! Finally I wonder what bugs TU4 will bring, cause like I said they didn’t learn a god damned thing during The Division 1.
And they’re still getting it wrong! They are currently 5 hours and 20 minutes into the 3 hour window they gave themselves to drop TU4. I’m guessing they dropped it and it broke! lol

FYI - I have an High End Weapon Mod with 6% Rife DMG, 0.5 Weapon DMG, 1% DMG to Armour. May want to update your max % for future
