Apparently before the military started their own patrol dog breeding program they had to get their dogs shipped from overseas and all the directions had to be in German or the dog wouldn't know what you were on about. And its something that's like a global thing now, everyone uses German instructions in training.
The funny thing is that she is mimicking the German voice of the Nanny and Jimmy doesn't even realize that. To be fair, Fran's German laughter is even more ennoying than the original "version" :)))
