I believe it’s because where he is from almost everyone is living in poverty, the food stamps are not enough money to buy good healthy food. Most people in poverty will use their food stamps to buy unhealthy food because they can get more for less.

Have to say when i worked at a store it would infuriate me seeing people buy a bag full of energy drinks and candy bars on food stamps and then pull a wad of 100 dollar bills out to pay for their cigarettes, alcohol, and blunt wraps all while i was working my butt off and struggling just to provide the necessities for my son.
