  • Climate change has threatened to erase major cities in Vietnam, including its biggest metropolis, Ho Chi Minh City. A historic downpour which sank many parts of the city late last year was seen as a mere tip of the iceberg. It's predicted that by 2050, the city will go underwater if no concrete measures are taken to prevent the phenomenon of rising sea levels, land subsidence, weak soil foundation due to groundwater extraction, rapid developments and population growth. What has been done to respond to the gradual sinking of the city? Can it survive a looming threat to its existence?

      Fortunately Singapore gets its water from neighboring country. Unlike in Jakarta or Vietnam which practice subsidence, pumping underground water which lead to raising seawater levels.

    As an expat that has lived in Saigon nearly 30 years I think the real issue is that many new areas of the city have been built on what were marsh lands and swamp land. As such they flood very easily.

      Agreed. Too many expansion too fast. Also climate change is the culprit. The ice in the Artic melt due to global warming more and more every year causing the rise in sea-level.

      @@shawnstangeland3011 He is absolutely right though. As soon as i read his comment i knew he lived in Saigon for a long time and you’re not. During the French colonial era and Vietnam war, Saigon always developed toward the North and North-West because the land there is higher. The southern land was swarm and marsh lands serves mainly as a region where the city can drain its water. The current government decided to expand toward the south because swamp land is cheaper and closer to the heart of the city. Very poor choice. Saigon also used to have extensive network of canals that both occurs naturally and built by the French to drain the water. But after the communist took over, the filled up most of it so that they can sell the newly created land. As a consequences, the city lost it ability to drain water fast during the monsoon months.

    Did multiple motorcycle tours in Vietnam. One characteristic of it's people that I admire greatly is their ability to stare down huge, enormous problems and not flinch. They got this.

Think about 2000 years of constant war and harassment and conquest, assimilation from China, Siam, Mongols and Champa and Vietnam still prevail. Also not sure if you heard of the Korean general who defeated Mongol twice in the 1200s was a vietnamese prince. If you think about it, vietnamese actually defeated the Mongolian 5 times lol.

      @@bahamut149 Nguyen An was from the 15th century, Vietnam has already adopted China's education system for 1000 years. I am confident there were vietnamese mathematicians at that period. Nguyen An specialised in hydraulics, that field requires a lot of Math. Also the lac viet rice culture developed many centuries before Han chinese ruled and at that same period bronze drums with lunar calendar. This means that the lac people derived lunisolar from India or south East.

Watch any of their past coverage for Vietnam War, MidEast, Balkan... to contemporary topics in Africa, SEA, Latin, China... Local people and scenery only function as a background. Their cultural context, narratives are poorly translated if not entirely ignored, while a foreign reporter get to tell their story - pre-scripted with agenda. Vice is just the modern millennial liberal version, but of same old poltical mechanism. I'm just glad Asian countries now start to have our own voice, and good English media presentation. It's not a coincidence only non-Anglo non-Nato countries media recently get tags like "Mediacorp is a Singaporean public broadcast service".

    Having been in Saigon multiple times, I can only hope that the reality the Vietnamese face can be resolved. This is an amazingly vibrant city filled with many hard working and enterprising people. That said, the challenges outlined in this video are real and extensive. Saigon has a special place in my heart (as does the entire Mekong Delta) but the threat faced here is very real.

    It's a common practice that people dumped their trash into rivers. It's a big problem when it rains when rivers floor filled with trash.

      @ well, that's sadly true tho. But what is also true is that the people we are talking about here are all humans on Earth. I don't think its possible just to change all of them at once. So instead of only focus on changing people's minds, what we better do now is to adapt! For that, Dutch people can help. I have been there, seeing the way that they deal with living below the sea level is really jaw-dropping. I just hope that with this collaboration with the Dutch, the gov will really push the project forward.

    Climate change is a matter of interest right now, this is not just a matter of Vietnam or Southeast Asia. Infrastructure needs to be improved by investors and the government if we want to overcome this consequence.

      But it always seems that Global South countries are affected the most by climate change. Global North countries are wealthy and care very little about the issue. So global south countries need to unite together. Solve these issues themselves and then help each other. Serve as example 🙂

    Went to ho chi mihn and Ha long bay back in October 2019... love the people, food and scenery.. hope they can fix this problem they have... love Vietnam 🇻🇳 hope I could visit again.

    In these hard times, there are lots of heart warming action from our people. The one that has left a deep impression inside me till this day was about a few years ago, our family was going to attend a wedding, on our way there, the road was flooded heavily, water level was higher than knee so our engine completely broke down, we had to walk for 4 km until we found a mechanical shop. Though it was crowded, the mechanics there didn't charge anyone, literally free. We were the last to leave, at 12 midnight, they even made a bowl porridge for me. I actually cried when they gave me the porridge. I was so touched.

      @truong trinh vu Not true. Bangkok is in a better position than Ho Chi Minh for several reasons: 1) no more (or very little) ground water extraction. 2) not exposed to the open ocean; very shallow bay. 3) doesn't experience typhoons or cyclones (unlike Saigon) 4) better infrastructure and more forward planning.
      Jakarta's situation is however by far the worst.

    Saigon is literally on marshland, there is very poor drainage, and it has just spread at a breakneck rate,without a whole lot of engineering. DaNang also has problems, unfettered growth,and poor planning. The largest problems are not climate induced, they are growth for the sake of growth.

    I'm from England and rode from North to South Vietnam on a moped.
    1500 miles
    It was awesome
    When I arrived at home chi min city I was dwarfed by its size.
    Its such a huge city

    Anyone who has lived in Vietnam knows that when disaster strikes, the government is largely absent in recovery efforts and doesn't reinvest much into affected areas. Local people rely on each other for support or end up destitute. How many of the people interviewed said they'd taken matters into their own hands, rather than wait for the government to do something proactive to manage the problem? It's rhetorical--all of them.
    By 2050, it's clear large parts of HCMC will be underwater, while other parts remain livable. Those with the means will live in the less-affected areas, while those without the means will live in the floodwaters and waste, like they do now. "We will have to live with the floods...." It will be apocalyptic. Sadly, this is only one of many serious issues affecting the lives of Saigonese. I can't imagine what the air quality will be like there in 2050 either without drastic control measures on pollution and serious reforms on transportation.

      The government won't do much because when it comes to money they don't want to spend it on something that won't give returns. The general corruption within government agencies is very keenly seen by Vietnamese citizens to the point that one department of the government proposes solutions while other departments take money allocated for said solutions frustrating the originating department not being able to do anything. Looking back to when Formosa company destroyed central Vietnam's food supply of fish, the government shut down all dissent and protest. Threw anyone in jail that raised too much awareness, it's a fear of the people. But it's something that is ingrained in Vietnamese people to endure and sacrifice, but losing your home to flood and rising seas is something that is unbearable to many.

    It's been a long time since this video was published. I'm pursuing my environmental career with the hope that one day I can influence other young people to care for, protect, and improve our environment. Ho Chi Minh City is still growing rapidly without considering the cost of environmental and human health. It's time for the next generation to rise and build a better place for Vietnamese people.

    I am a Vietnamese-American... but to be honest Vietnam is facing flooded and water sinking every years because this country border is mostly facing the sea. To change the odd I think we need the massive scale of city sewer delevopment.

    Every new development or project is an opportunity for the officials to embezzle money and line their pockets. With their ill-gotten gains they can afford to: buy cars, houses, foreign citizenship, retire abroad, send their children to international schools, and send their children abroad for university.
    There’s a saying in Vietnam when it comes to officials: “The father steals, the child studies abroad, the grandchild becomes a Western citizen.”

    A city built on a delta, with massive infrastructure and urbanization. Has no choice but to sink. Blaming this totally on Climate Change is irresponsible. There is no place for water retention in the area. Either dredge the river, or create retention pond areas outside the city.

    Rapid progress of mega cities in Asia coupled with population explosion and melting of icebergs as climate changes contributed to the sinking of their elevation. Manila and Jakarta. Yes and even Bulacan town Obando north of Manila has already been in trouble too.

    As cities pump out their subterranean water, their land sinks - pretty much cannot be avoided if water is pumped out. Much better to use desalinization, although I doubt the EU will permit that.

    Developers need to be required to invest in green space & infrastructure before they can be approved to build. They must also submit environmental impact assessments & provide mitigation efforts to reduce these impacts to the community & the environment as a whole. Finally the govt must make an effort to phase out all underground water pumping to reduce ground sinkage. These are all cost-effective & pragmatic strategies that can be implemented immediately.

    It’s sad to hear about this sinking issue in HCMC, my homeland. I was hoping one day to live there 6 months and return back to Australia 🇦🇺, but it seems there are a lot of issues that I wasn’t aware of. Firstly, the water there is not as clean as I thought. I can’t believe some people don’t have clean filtered water to cook, drink and clean! The government should be addressing this ASAP! With so many tourists coming into Vietnam and helping the economy, this should be a priority in 2023. I’m hearing all these experts say that the city will sink and more floods are expected, but I don’t really hear any real solutions or answers to this concerning climate issue. It sounds like this dyke system is going to cost 30 years and billions of dollars for the Vietnamese government & it seems to be only helping one part off the city as that French man advised. The issues with the Vietnamese is that if someone has money, they are more powerful than the government. That can build whatever they want. Vietnam needs more standards and compliance, that the government needs to set and have its citizens obey if it wants Vietnam to grow and not sink. I mean building apartments and building after building is only going to destroy the environment and not the best thing for Vietnam. Vietnam has been through alot already, war etc. it needs to be more smarter now and find ways to keep the country prosperous.

    I went to District 8 last week. The road on the side of the canal was litterally next to the canal, with the water level being around waist height when you are standing on the road. No way the area would be able to hold back the water during high tides and heavy rain.

    Wow, no mention about corruption and funding? Half a truth is often a great lie. FYI: Saigon contributes more than 25% budget for the whole country, but the city only gets to keep 18%. In short, the city doesn't have the money. If there is any money for the infrastructure, only half of that goes into actual projects. The other half goes to buying Cyprus citizenship. Majority of Vietnamese people know this, but when you ask them on the camera, they are too afraid to mention it.

    A major issue is that the city doesn't have enough money to reinvest itself in term of infrastructure. You may ask why Ho Chi Minh City (HCMC) - the largest city / financial center / economic powerhouse in Vietnam - has no money? Let me tell you, the income from every provinces/cities in Vietnam will be contributed to the government's treasury and the gov will relocate the budget according their ''needs''. HCMC has always been contributing the most to the treasury consecutively for more than 20 years, but it never get to keep more than 25% of its income. While in many countries, it is obvious that their largest cities will get to keep more money to invest and upgrade infrastructure, city planning, security, etc., it is the opposite for HCMC. This city kept growing to the current pop. of 12+ million with out-of-control urban sprawls, high crime rates, public transportation is obsolete, increasing homelessness and many other problems. And somehow the treasury thinks it's ok to reduce % income relocation, for HCMC, it has been receiving only 18% of its income relocation for the last 5+ years. This amount of money is only enough to pay wages for city's authorities and maintain the downgrading infrastructure, and surely not enough to upgrade or support new projects. There ARE projects in HCMC to counter climate change : ''river''walls, reform and clear river channels, flood chambers, etc. But it all comes to NO MONEY and also the authoritarian system operating.

But now there isn't any flood occurred in KL even if it is a heavy downfall, well it is not 100% success because the surrounding away from KL the other part of urban areas are still flooding because KL and the surrounding are located in the basin of VALLEY.

      No country in the world would be highly developed if they were a hot-climate, sanction-ridden, geographically-disadvantaged, historically-destroyed country (also noting no oil resources, access to maritime trade, good trade links, or the smallishness of the country). All negative aspects link with other aspects. Vietnam would probably be a developed country if they were a cold-climate country. At the most basic level, if they were a cold-climate country, Vietnam would have limited corruption and perhaps a fewer number of people too. No country in the world would blossom if they were in Vietnam's position.

    All cities around the world within coastal areas and near to deltas has this kind of problem of sinking (by the rising seas and natural erosion)... The history of humankind has records of entire cities that gone because of the nature normal existence.
    The question is: The speed to that have been fastened by human industrial activities. and challenge will be HOW TO CHANGE that.

    Very well documented documentary speaking so deeply about the most prominent natural resource Water. All well versed and learned speakers are giving their valuable opinions. Saigon a famous world landward should be preserved for its people and the world for the future generations to live fearlessly.
    It's always important to respect Mother Nature and not to molest her. Be cautious on this regard for development. Ho Chi Minh or Saigon must be saved.

    Visiting many coastal cities in Europe and Asia, then now, I call HCMC my working base. This is a very helpful explanation besides other academic papers. Climate change adaptation sounds very real here.

    I remember one flooding night back in 1970. The year I graduated high school and the very first time I had a date with my girl on my Honda 50. The flood was so high to the level of not seeing the tires of my Honda. we both ended up in the water. It was so embarrassed, people around laughed their lung off. Why people include me back in those days laugh on anything. To my girl Lan wherever you are now, if I could go back in time, I would get a car instead.

    Flooding in Saigon is definitely a bad sign. I was born in Saigon and grew up there for 13 years. I think the flood is due to man made. The city is not sinking. More trees are being cut. The city is not cleaning up the sewage system. When I was growing up there, we never experience flood. Flood only happened in the central and the north, but not the south. Even if flooding, it would only be less than 5 inches.

    I am not a Geologist, or Scientist. Just a curious human. I wonder if the numerous wells, weight of increased inhabitation, rising sea levels, and tectonic plate shifting, will cause extreme sunk holes as well as rapid soil liquefaction. Scary and dangerous indeed.

Flooding in HCM is an extremely complicated problem, not simply caused by exceeding precipitation or land subsidence. Poor infrastructure, failure on urban planning, shortage of budget .. etc. & even people awareness

      The sinking is supported by scientific facts. Do some research on it. Even the Philippines authorities, experts, academic et al do not dispute the fact and deny it. Manila has been sinking slowly in the past decades and is still sinking and will continue to sink before it reach a critical stage in the next few decades. Nobody claimed said it is sunk and is now underwater. Your ignorance is the shame........

    In the last century, the elevation of District 7 was much lower than the city center (district 1+3) so the water could drain from the downtown to District 7 and then to the Saigon River. However, since the beginning of the 21st century, more and more people have settled down in District 7. They built their houses and to prevent flooding, they raised the land up (the elevation of District 7 is now higher than it used to be). This has made other areas surrounding District 7 become a well. If you want to avoid flooding, I would suggest the areas near the airport.

And you still have thoughts like that. Vietnam is a one-party country, so we do NOT experience political violence, bombing, shooting, etc. We're living in peace and we DO appreciate it. That's why 2019 North Korea-United States Hanoi Summit was held in our capital. Flooding in HCMC is an issue and the authorities have had solutions but it does take time. Vietnam is a developing country. The fact that an issue in our country can be solved quickly and easily or not is also depended on finance, people's awareness, etc. Don't compare Vietnam to other developed countries because it's like comparing apples to oranges. You're too childish and narrow-minded. I think you should open up your mind rather than just being in a small square box. If you're a foreigner, I'm pretty sure the Vietnamese do NOT welcome you warmly!

      2 Before the communist took control of South Vietnam in 1975, Tan Son Nhut airport at one time became the busiest airport in the whole world with so many US combat and transport airplanes took off and landed at Tan Son Nhut airport because that airport was never flooded no matter how heavy the rain might be.
      But since you communists took over South Vietnam, Tan Son Nhat airport has been flooded multiple times and flights had to be diverted to other airports. If that is not evidence of communist stupidity and incompetence, then what?
      3 I know that most Vietnamese people agree with me. If you believe that Vietnamese people do not welcome foreigners who think communist leaders of Vietnam are just a bunch of stupid, uneducated peasants, then why don't you hold a multi-party election and let's see if Vietnamese people will vote for candidates who call communists like Nguyen Phu Trong an idiot.

      1/ if our government was stupid, they would not abolish the failed centralised planning economy and may have collapsed just like Soviet and the Eastern bloc.
      2/ we admit that the planning of the surrounding area of Tan Son Nhat airport has been ruined post-war, which lead to the existence of undesired crowded residential areas around the airport that prevent it from further expansion. The water drainage system of the airport is also obstructed because of people's activities.

    A recent scientific article stated that research showed the weight of highrises is pushing down the crust of the Earth in big cities around the world. That shouldn't be a surprise, because during the last ice age, huge amounts of ice did the same thing. Sea level rise from GW contributes as well.

    The Government of Vietnam has created their own problems, they are allowing so many new
    developments in such a short period of time.
    population growth, building growth, but the
    drainages around a city facing consequences
    at a result flooding everywhere.. and there are
    rivers and canals around full of rubbish ..
    So don’t blames about a change of climate
    Or Chinese release their dam cause issues.
    I think the Vietnamese Government should stop further building developments until
    find way to improve water drain away from a
    City by opening more drainages , remove
    Rubbish from canals and rivers perhaps
    dig down deeper..
    final warning to city there will be more buildings collapse and houses properties damage cause by flooding if situation not
    Change..

      This is my stance on Vietnam.
      No country in the world would be highly developed if they were a hot-climate, sanction-ridden, geographically-disadvantaged, historically-destroyed country (also noting no oil resources, access to maritime trade, good trade links, or the smallishness of the country). All negative aspects link with other aspects. Vietnam would probably be a developed country if they were a cold-climate country. At the most basic level, if they were a cold-climate country, Vietnam would have limited corruption and perhaps a fewer number of people too. No country in the world would blossom if they were in Vietnam's position.
