The Song was actually recorded but the Film Material got lost and nobody could find it. That's why we only have the Song but not the scene. Angela Lansbury explained this once in an interview which you can see on TH-cam too
It was cut from the final version, like many other scenes for the sake of time. Unfortunately, the completed scene footage was lost/destroyed at some point over the years. No one knows what had happened to it. They still had the audio recording and photo snapshots of her when she originally performed the scene, which were used to create a music slideshow to represent what could have been. It can be found as an extra feature in the DVD releases. The instrumental version still made its way into the final cut of the film, during the broom riding scene.
This song was supposed to be in the sequence at night when Miss Price unwraps her broom and prepares to go on her first flight. The actual footage has been lost so could not be added into any extended version of the films. :(
