I honestly doubt that he's paying taxes properly but Expats/American Citizens are required to pay US taxes no matter where in the world they make their income/corporate profit/capital gains/etc, also Saudi Arabia has a 20% enterprise tax imposed on foreigner owned businesses and Dubai has a Value Added Tax that would apply to his business similar to a point-of-sale tax.
