Whilst I understand where you are coming from, it is not that simple, nor as 'cut and dry' as you may think ...
I speak from experience having survived childhood neglect on the one hand, and sexual abuse on the other, towards both my younger, severely disabled, sister, and myself ...
That our own biological father was arrested, and convicted for the latter, the former, which involved our biological mother, was far more complex. As my own therapist told me, and via private conversations I had with Social Services, if they had actual physical evidence, such as physical injuries specifically, then they could build a case for the prosecution. Trouble is, everything was circumstantial, especially as my mum denied knowing absolutely anything, despite the fact I can cite specific instances where she at _least_ suspected something was wrong. In fact, without going into details, she _had_ to know what was going on, given the fact it was happening ... in the _same_ room she was in ...
On top of that, was it was pretty damn obvious that the only bed my sister was sleeping in, after my dad was imprisoned, and whilst she was, chronologically speaking, aged ~21, was my parent's bed ... yes, her and my mum were sharing the same bed, and mum thought nothing of it ...
So yes, based off of what I know, if the police did photograph the child's bedroom, and especially if the officer(s) were parents, especially of young children, themselves, then individually, they would have suspected something. However, given the nature of these things, that would be regarded as circumstantial evidence ... at best. In order to even bring the possibility of child neglect to a prosecutor, there has to be hard evidence, in terms of unexplained/inexplicable injuries; malnutrition; being always dirty/in unclean clothes; and much else beside. Its why 'just' emotional, and psychological, neglect is way harder to even get to a prosecutor's desk, let alone a court of law.
In my case, enough people in Social Services were so concerned, that the decision was made to take my sister into care, and for me to be found urgent accommodation; but despite that, there was very little, if anything, either them, or the police that investigated my dad, could do, in terms of criminally indicting our mum ...
Sad to say, in this case, I get the very strong feeling that something very similar applies here ...
[Edit: one other point. Police officers have to be very careful in the way they address parents, even if they, personally, strongly suspect something, as they could be hit with a complaint of 'harassing behaviour(s)' ... ]

If he's charged he's still got to go through court which if the jury doesn't come to a unanimous decision he could walk free or even it might be been as impossible to get an impartial jury so could be thrown out entirely.

I actually was taken advantage of and 'groomed' by a 21 year old when I was was 14/15. I did not realise this until I was 17. I thought I liked him, or I was just happy that someone liked me. He always forced me to do things that I never felt comfortable with and definitely was not ready for at the time. He manipulated me, mentally and physically. Fortunitaly It never got to the part of having s*x but it got pretty close. There was not 1 point where I felt comfortable with all of this. All I could think was, this is what I'm supposed to do to keep him from getting angry and hurting me.
Fortunatly this all got broken off before it got to far because I moved. Now I'm 19 and whenever I think back to this time I feel disgusted. Absolutely disgusted.
This is a part of me that I can never get back, an emotional time that really determined a big part of my life and how I felt for the next years. I never thought something like this would happen to me, and to this day I feel stupid. How could I not see what he was trying to do? How could I be so damn stupid.

Not older. It also said 17 is basically the age of consent in NM, and 17-year-olds can live with anyone older than them. However, regardless of NM's age of consent being 17 or not, if Onision lives in WA, where the age is 18, he shouldn't be involved with anyone under 18.

Just a detail to add. I remember in reginas interview with chris she stated that kai is denied access to all of his socials when a scandal breaks out. So that means ultimately that he is not hiding behind onision but rather onision will not let him speak up for fear that the situation will get worse.

Greg said Kai wouldn't have any active social media if it wasn't for Greg (who is keeping them going obviously for money) and Kai agreed. Okay so heres my theory after watching the interviews of Shiloh, Sarah and Billie as well as having personal experience with being groomed and then growing up in that relationship. Billie said that Greg held the strings for every kiss she and Kai had at first, that he was the one encouraging them to do sexual acts for him to watch, that he pressured them to do so as soon as possible. I think that as soon as Kai wasn't overtly young anymore he lost his appeal in Gregs eyes and considering how eager he is to please he brought in new and younger girls for Gregs sake primarily. For example when they were with Billie I am convinced that Greg wanted to jump ship since Billie was younger/prettier (as we can see on the screenshot where Kai said they were broken up and Greg loves her.) Greg is never single, in Shilohs interview we heard as much, he was still married to Skye when he started pursuing her, thats most likely what he was hoping would happen with Billie too. Kai knows all of that and desperately tries to bring more girls in for Greg, anything to make him want him again. But thats just it, Greg will never be attracted to Kai again because hes too old now. I would feel bad considering how desperate I imagine Kai is for his approval to come back, not only just so that his life becomes cozier (because I am sure that when he didn't bring more girls in Gregs focus would go back to tormenting Kai) the fact that Sarah says even the children comes second to Greg in Kais eyes speaks for the level of desperation hes at. Anyone can burn, it doesn't matter who gets hurt as long as Greg still "loves" Kai. But Greg doesn't love anyone, he is using Kai as bait so that eventually he brings in a new young girl that Greg can then claim to love and leave him for and so the cycle wouldve gone on. I hope more than anything that he gets put away, he wont ever stop unless hes forced to do so.

@@asthmathicc as much of a supporter i am for trans people and rights since theyre probably the most oppressed among the lgbt community, i really doubt kai is actually trans...onision has a 'thing' for masc girls or something, apparently, since he made shiloh only wear men's clothes and shaved her head, then convinced kai to do the same and be more masc in general....personally i think he just gets off on the feeling of knowing he can de-feminise a woman
