Yes, I would say Level 1 would be a great start! All levels will cover what is in Level 1, but at a faster pace.

Does this version come with the flashcards you can laminate, like the older version? Or do you have to purchase them separately?

I just checked, and I don’t see the vocabulary cards anymore. We have been writing the vocabulary words on each day’s sheet!

How do I know what level my son should do? He would be going into 3rd grade but is on a 1st grade reading level.

For Fix It Grammar, I would suggest waiting until 4th grade or higher depending on their reading level. For IEW curriculum, here is what they suggest for levels:
Primary: K-2nd
Level A: 3rd-5th
Level B: 6th-8th
Level C: 9th-12th+
For example, my almost 10 year old (4th grade) will start Level 2A in the fall.

We started Fix It Grammar in 4th grade, but my youngest started in 3rd grade (she did a TK year).
