You are correct, the 防災無線 siren system is a nation wide alert system that is supposed to alert people when there are emergency's. To test their system every day, they play music at 7:00am to tell kids that they are almost late to school, one at 12:00pm to announce lunch time via westminister chime, then 1 at 5:00pm when it's time for children to come home. And on Saturdays a chime goes off at 9:00pm to tell people it's getting late. Japan is a country from the future we will never understand

Some base’s do it at different times, for example my base:
7:00am Reville
5:00pm Evening Colors then Anthem
9:00pm Taps
Some base’s don’t play Taps.
