I just wanna talk about how powerful Pete truly is in these games, since a lot of people tend to miss that. First: he has full control over the heartless, which I’m pretty sure not even maleficent has. Two: he was able to open a door to the past off of sheer nostalgia, which maleficent admits to being unable to do. Three: while he seems like a coward from time to time, those instances are just him thinking logically, like no shit you should run away! You know how strong nobodies are compared to heartless? 4: he has access to magic in his boss fights, and it’s pretty strong magic to boot.
Maleficent's command over Heartless is probably still way better than Pete's, but that thing with the Door is something only he can do. He may not be as powerful as Maleficent, but he's outlived every other Disney villain and is not just appointed as the second in command just because he was the first one Maleficent meets. Him being able to do things Maleficent couldn't also shows that they actually work well as a team, Maleficent being the calculating and powerful one, with Pete making up for it by being able to focus more on enacting than the plan than planning it, as well as the fact that him being the way he is makes up for Maleficent being a tad too wicked and evil to accomplish certain tasks, such as opening the Door to the Past

Honestly, Pete has always been my favorite voice role of Jim Cummings. I like how he's like a whimsical troublemaker. His role in Kingdom Hearts series is basically like a reverse version of Sora, Donald, and Goofy by residing with the Disney villains all over the world.

He's assigned with the task of traveling to different worlds, recruiting allies, and building an army of heartless, but never actually succeeds in doing so. That's why he's not seen in KH1 and why he's unaware of her defeat.
