as Gnatbiterecords said that's just a standard nylon band capo, they do sell "glider" capos that are made to do what he makes look so easy to do anyway.
Tim says it’s a Dunlop elastic band. But it’s gotta be loose, as the higher you go it tightens
You just don't get that good by practicing! Tim must be from another planet???
