It's a great introduction for her and a great moment in the show. It really highlights the whole Chuunibyou theme, and Rikka in general. In her head, she's about to swing down like a badass, but every time, she needs him to help her get her feet on the railing, and still manages to stay in-character afterwards.
It feels weird searching up "rikka feet", but I swear it is nothing perverted. I just find it adorable when she flails around and he has to help her tiny feet. ...ok, reading what I just wrote, it might not be perverted but it is freaking weird.

If you're talking about Rikka needing Yuuta to help her down the balcony, you must be a special kind of radical feminist if what you take from this is that the creators are trying to say that any man can just automatically rope down a balcony without help and no woman can lol
Not every female character has to be the "independent and needs no man" type, my guy. Don't get me wrong, there should be less damsels in distress in fiction, but it is not an inherently bad trope.

But this trope of a male literally holding a female from her feet of legs was pretty obvious, symbolically. It purposefully provides the point on which all the rest is predicated. “She’s the heroine but still has to be saved by the guy”. It’s what they’re filling Japanese youths with to make them “feel courage” to become men and for young women to keep wanting to be saved like an object of some male.
