  • Cities Skylines 2 has finally broken its silence over Beach Properties DLC, the broader negative reception to the game, and their plans for a new way forward for Cities 2. This includes issuing refunds for the Beach Properties DLC (reshaping the Ultimate Edition to include 3 Creator Packs & 3 Radio Stations in its place), and new approaches to handling player feedback and updating the game moving forward. The elephant in the room - the console release - has also been giving a new delayed release date of October 2024, and the Waterfronts DLC has been postponed to 2025. What an update!!     I was so hyped for this game, but I've been burned so often by botched money grabs that I waited to see how it was received. I'm quite glad I waited and will continue to wait until they fix their game in a way that is actually useable. At this point, its looking like maybe early 2026. lol

      At this point I don't really believe the studio will survive this. Their progress is too slow... they will run out of time and money long before the game is anywhere near from fixed

      @@vaughn1804issues like these are never ever on the developers and almost always on the corporate executives of the games publisher demanding to move forward dates and push out software at any cost so they can make a quick buck and get bonuses and c-suite promotions, never blame the devs unless they legitimately cause marketable harm. Yes this is also to cases for publishers like EA who push their understaffed and over worked dev teams for profit

    I find it funny they are promising 39.99 in future DLC when they proved that the beach's DLC wasn't even worth 10$. Same thing is going to happen in a few months....

      The irony, an the fact the devs dont admit is that beach front is worth 1$ and the base game has value of 10$. Next problem is the promise of free patches, when are patches not free, so an empty promise. Adding more asset packs to the ultimate edition means these assets will cost something stupid to the rest of us, and the base game heavily needs assets. So yes same thing is going happen again and nothing else significant is happening.

      They have said that the new packs will be made by content creators (like almost all of the asset packs for the first game), so that probably means a lot more variation. They are also coming in Q4 this year, which will be after we get asset importing. If you don't want to buy them, then don't! Just download a couple of region packs. I personally am happy to be getting a bunch of verified high quality assets, much like those content creator packs for cs1.

    I bought the Ultimate Edition. I appreciate that they tried to include us in this. My biggest problem is that I’m concerned what these Creator Packs will include. I bought the Ultimate specifically to have Beaches. Now I have a free beach pack and still no beaches.
    I’ve pretty much given up. I doubt I’ll jump back in until 2025 at the earliest.

      Honestly I have no idea how they get away with such blatant false advertising considering most people who bought this game did so based on the aggressive marketing and hype from "influencers". Interesting that after each apology something gets changed or pushed back to a later ambiguous release date.

    The issue is not that they are sorry and want to fix things. But Daddy Paradox has been known to brutally kill games that did not preform. Lamplighter was written off in like 30 days from launch, Star Trek.... well dead..., Imperator was finally fixed to a state that was not embarrassing and they nuked it before it could really hit its stride. How long will Paradox let this go on. I do not see recovery here. I also think this is a Sim City 2013 level disaster you know the one that killed a huge IP caused Maxis to loose what little autonomy it had and killed city builders till well... City Skylines came out... haha...

      Paradox is partially to blame for putting all their eggs in one broken basket. I feel bad for the other devs having to suffer because Paradox decided to subsidize CO despite them not being able to deliver on promises, even after giving them a two year extension when the game was originally supposed to release in 2021. Imagine what those other games could have been if they had the same financing that CO had access to.

      @@MisF1998 paradox has always been greedy with horrible dlc practices, they just had enough success with recent titles that most of the new blood didnt realize how bad they really are until they already got burned.
      the idea that this is somehow a fall from grace for paradox is a myth, they were always like this.

    When I see assets, realistic pavement textures, tuneable settings for clipping & snapping, and the ability to make Cims not look like nightmare fuel, I'll be happy to give it another go. Too much of the game experience is not adjustable, and that makes it more an exercise in frustration than a game I want to play.

      I am not impressed with their base assets but it is the lack of ground texture variety that is most discouraging. In CS I would download some interesting houses and then using props (trees, swings, trampolines, pools, grass, dirt) create variants for my own use. CS2 looks like it was built on a pool table.

      To respond to everyone here: new mods like Extra Landscaping Tools are bringing this to the game. There are custom decals (e.g graffiti, cracked segments for pavement) entirely custom surfaces like wet sand with a sand transition to grass and others like podzol, gravel, cracked asphalt, agricultural surfaces, and plenty more.
      Of course I want the devs to be behind implementing fixes to the game but we also have to understand that the modding community is what made Cities 1 into what it is today. This is a step in the right direction.
      New mods like Moveit, ELT and ELT 3.0, Line Tool, Anarchy, Better Bulldozer, Tree Controller etc. have already made this game far more functional. Let’s not invalidate all that work by assuming it’s completely on Paradox to make Cities 2 into what Cities 1 became…no game studio even the best and hardest working would even make something close to how massive the community of mods became around Cities 1.

      FindIt is also a great mod for those who don’t also want to use DevUI or Dev Mode menus- FindIt lets you find assets and props and effectively adds an interface for finding mods.

      @@Project2457official all that is true: but it is up to the studio itself to make a game good enough for the modders to finish. I am still waiting for that game.
      It's typically a three-year span for a simulation game to complete its run-in period and become the best game it can be - for a while, and then it shows its age. If the game developers make good progress in those first three years, we gamers eventually come around to embrace it. Civilization 6 is a great example of that process. Victoria 3 is undergoing that process with strong progress. I am unsure about Cities 2: the progress being made is slow and small, and we are yet to see the sorts of changes that make key improvements that we have seen in other successful games.

      It's the pavement/road/grass textures for me. whoever makes whatever kind of city, every map gives me sim city 4 vibes. they shuldve just opened the workshop by now and be done with it.

    This ALL could of been avoided if they only just listened and worked with the community like they did with City Skylines 1, if they was absolutely honest with the Beta and dev-build players and laid out the issues, the community could and would of helped them with it.
    People are just SOO over with publishers time and again trying to build gated ecosystems, they wanted to control every aspect of CS2 with the modding scene and launcher and they felt that because they have a monopoly on the city building genre, they could get away with anything , the short-sighted greed is so infuriating.

      Doesn’t help with the bugs they have in their modding page, some of the modders content pages crashes my PC so bad I have to hard reset it.

    DLC for unfinished games is a slap in the face. I’m tired of these companies dishing out minimal viable products. Then apologizing afterwards like they didn’t just screw over thousands of people. It’s getting real old. But thanks for the radios stations that probably should just have shipped in the base game. So nice of you. We need to stop accepting garbage. Until then we will continue to be pedaled garbage.

    I suspect the problem lies with Paradox and the monetization or profit frenzy overriding sound judgment in delivering a great product that people enjoy and then the profit will follow.
    See comments by Larian at a couple of award ceremonies.
    See practices by Paradox in so many games.

      A lot of blame is definitely on Paradox. Its funny how they put even EA and Activision in shame with their greed, but no one really talks about it. Perhaps cause their games arent really mainstream?

      @@ScamTrax Not really, Paradox will keep supporting some of their line up for 10+ years, + dlc sharing + monthly sub (which is a far better modal then trying to sell everyone 20 dollar content packs)
      EA basically will sell you a 100 dollar ultimate edition, then kill the game in 2 years if you are lucky. less if you are unlucky. also loot-boxes, and microtransactions.
      The only thing I can really fault current PDX for is bad optimization of their games. they need to fire like 80% of their arts and crafts day-care workers, and get some real hardcore technical sweats in their company again.
      Imperator Rome was technically the true next gen PDX game. but they stopped updating it (I honestly don't mind that too much, because I like it the way it is)
      but everything after has been technically worse, not better.

      idk, you usually hear anonymous accounts from devs when the publisher is ruining everything through greed. I also think there's a bit of a tendency to assume publishers are responsible for everything bad when leaks tend to show devs screw up a lot as well.
      I'm reminded of Anthem, which everyone assumed was a cash grab until it turned out the real problem was a lack of direction and sunk cost fallacy. We may never know what actually happened with Skylines 2's launch or who was responsible

    As a premium edition owner, I'll live with my mistake and will absolutely NEVER preorder or even purchase a premium edition of any game at all moving forward. The state of the videogame industry as a whole is such a disgrace and just scammy all around.
    I appreciate that the team admitted to their mistakes and are offering to fix the issues, but I honestly don't care. I'm not about to sit here and wait for a game that was released two years early to become better. I'll just cut my losses and move on.

      I too am a premium owner and I played 300 hours between October release and Dec 31st. (I REALLY tried to like it and give it a fair shake) I have played ZERO hours since the New Year and I don't plan on playing before the bugs are fixed and the simulation works properly.

    The saddest part of it all is this: Bridges and Ports? Wait until 2025? My Collossal dudes, the modding community will have it in the game ready to go all for free in under a month if you give them the tools.
    Step. Up. Your. Production. Find those modders and maybe employ them. Pay them. Treat them with a trip to your offices and a stay in a 5 star hotel, let them work on your expansions EVERYONE AT THE SAME TIME for the next 6 months, and 6 months from today your entire game will be ready for release!

    We are beyond the point where an apology could have made a difference. Actions speak louder than words. They released a broken game in its beta stage without mod support. They advertised a deep simulation but most of it can't be influenced by anything the player does. And they promised not to sell DLCs until performance issues were fixed, but did it anyway. I don't trust anything they say anymore. A couple of radio stations I'm never going to listen to and content packs that will be released two to three years from now just won't cut it.

    I really think the best case scenario for Cities 2 would be for Colossal Order to part ways with Paradox Interactive, get back into the indie game dev status, and put the game back into early access stage, can't see a better way to fix this game and put it on the right path

      Frontier Developments would be the closest model that CO could try to gravitate towards. Sure, Frontier is similarly guilty in how their handle their DLC's, but the release condition of their games vs Paradox is a night/day difference.
      And now Frontier gets to keep all their profits at the pace they want while also supporting multiple franchises at once.

    They made, and continue to make all the right noises but the problem is it’s a gaming company not a PR firm.
    People want a game that works, or at least a company primarily focused on fixing it. Delaying the DLC is a good move, but honestly it feels like they should be focusing on having a game before porting it to console

    I feel like CO are just saying these things now. They’ve said sorry in the past and nothing has changed. Mods didn’t work at launch and they said they’d learn. I really think it’s just PR talk now. All they needed to do was make CS1 with the best mods added in

      This was only about P.R., this gave them the excuse to erase all the negativity associated with the Beach Front DLC which they admit to releasing knowing that it was an inferior product not worth the asking price. Only after they got caught and called out for it do they issue an apology which is meaningless to the Ultimate Edition owners who get nothing in return other than more "promises". A lot of people have decided that this game just isn't for them.

    The fact that the deputy Paradox CEO, Mattias, and not Fred has signed this with Mariina is potentially significant. I imagine there has a been a lot of blood on the carpet, and possibly the walls as well, at Paradox over this debacle. I suspect Mariina has had a lot to say, probably emphasised down the barrel of an AK47, to Fred etc behind the scenes and has now put her foot down over some of the practices and schedules imposed on her thus far.
    Seeing as Skylines is Paradox's best selling single game by far Mariina may have a lot more clout than might be apparent from the outside. That Mattias has signed this with may be indicative of significant changes at Paradox to come driven by this pair, what with Fred still reeling from Lamplighters, Bloodlines and this Skylines disaster.
    Maybe they will be looking at Sven and his team over at Larian picking up award after award for BG3 and thinking "Yeah, that's how you do it". Look after your game, look after your team, look after your players and the money will look after itself is the simple message. I'd say this is a case of watch this space with a smidge of hope.

      I dont know how you can defend her after that 'maybe the game isnt for you' statement. I want to see her fired. In fact, I want all 3 of them fired. Then they should go down the line and gut both Paradox and CO. If I was a dev, I would have quit out of shame already

      Or to put it another way City Skylines has sold as least as many copies as EU4, CK3, HoI4 and V3 put together. That's the kind of clout Mariina has. That's why the words in this apology are Mariina's, not Fred's, and the plan for the way forward is Mariina's, not Fred's. I fully expect Johan to side with Mariina over this too. There is a reason he split to Barcelona. He owns a lot of Paradox stock.

      Yup, I agree, seeing both bosses signing such post means some points were made behind the scenes, and not peacefully. CO knew the state of the product they build, but Paradox forced them to sell it as is.
      @dovlomir imagine someone forces you to sell something half baked despite you trying to delay it, and getting told repeatedly it's a piece of shit. You know it. You knew it. But you cannot tell anything because the guy giving you the paycheck constrains you not to. Personally, yeah, I would be pissed, by everybody. And given how you seem to behave aggressively against something that was clearly cherished by some of the people that worked on it (but that was put on the shelf midway), I think you fuel that frustration and fed up.
      I really suspect CO told Paradox to cut them some slack to fix things instead of trying to monetize every small chunk of nothing, or go f*ck themselves.

      Just on a side note. Remember that the game is not developed by Paradox itself. That's just the publisher. That's like saying you will not buying anymore from Sony or Nintendo, because Square Enix messed up a game. There are plenty of great games published by Paradox out there right now, which still get support. Like Stellaris, Crusader Kings 3 or Age of Wonders 4. But those are different developer. And as the other person said, EU5 looks promising.

    CO dreamt big. Too big. They set out to include all the things they were not able to do in CS. And could not deliver. But as they worked on their dream, falling farther and farther behind, they ignored all the changes and additions being made by their community of CS builders in Steam Workshop. Our downloads should have told CO what we wanted to see but they were ignored. So we have a product that meets neither their dream nor ours. How deep is the rot? I think it goes to the fundamental structure or foundation of the game. We're not talking candles on the cake or even the icing, but the very cake itself. How do you go back, remix, and rebake it? If those actions are going to break mods, maps, and assets/props every time you release them, do you hold those editors back or do you hope that those users will happily keep correcting their creations. To be successful, CS2 must have those creations as CS did. But will we?

      Agreed. I'm not a coder, but I think it's something about the base setup that means the engine is rotten.
      I don't see how they can actually get it in a state that it works, with balanced (realistic) economies and performance for the average computer.
      They may hope that if they faff around for a couple of years, then people will naturally update to a better computer that can run it, and the modders will fix the economy and balance issues.

They also clearly don't have anyone that's good with coding/developing an economic simulation. You can code physics all you want as an example, but unless you are well educated in physics, your code is only going to be meaningless because you fundamentally don't understand how it works.
      So, they need to employ someone that is able to map out exactly how an immersive economic simulation will work and then code it too.

    Cities Skyline 1 was an absolute masterpiece destroying the competitor Sim City which is very untouchable at the time. but they take a 'greedy' path and making a huge blunder in Cities Skyline 2, i feel very bad, I'm still enjoying the 1st version of the game until now and don't wanna touch that buggy game.

    The CEO from Colossal Order and devs in videos and streams always seemed stubborn snobs that thought they knew best what we wanted without listening to anything we (and eventually) content creators said. We were toxic and told 'if you don't like our game, it may not be for you'.
    I am delighted to see Colossal Order has to bend the knee to Paradox now, now they see that their golden franchise will go up in flames if they continue like this. The communication was totally different and they are now finally taking full ownership of the franchise instead of letting CEO Mariina run wild.
    Most of the issues like the longstanding flickering AA issues since launch, terrible performance bugs, no modern technologies like DLSS and FRS3 and countless simulation bugs still not fixed it is clearly they lack skilled developers to fix the basics. They had a delay of 3 years and an extra 6 months now and the product is still a technological abomination.

    Workers and resources soviet republic is by far a better city builder and citizen management game and has an amazing modding community behind it. I would honestly suggest trying it out if you want a city builder that feels close to finished and filled with content

    I completely gave up on this game about 2 months ago. Their responses and handling of the situation were so bad that I lost all faith in them actually righting the ship.
    This gives me some hope now that some sense has come to them. I will be cautisouly optimistic now, because this is a step in the right direction for a change. But they will not get any money from me until they actually fix this.
    I was so hyped for the game, but after years of being burnt, I have learnt that one does NOT pre-order a game any more. Sadly this statement held true and means I was not burnt by this

      PDX don't care, they published Empire of Sin and still own people a DLC through the Ultimate Edition of that game... since the dev studio for that gam doesn't exist anymore yet they don't want to refund it, they recently moved the supposed released date from "early 2024" to "early 2025". Last year the same thing happened, where they release was moved from "early 2023" to "early 2024".

    I played at launch and it was so poorly optimized on my high end pc that i stopped. Coming back 6-7 months later, it’s no better. It still crashes very often playing on the lowest graphics settings. It doesn’t make any sense. I’m very curious how this game was play tested prior to launch, and how they were okay releasing it in that state?

    it's a first good step, they will need a steady pacing of them to regain reputation, but it needed to be done.
    No Man's sky too did that, and suceeded. And by and large the number of company admitting their screw up and trying to make things right is higher than the number of companies NOT admitting their screw up and making things right. So I really hope the team will endeavour itself to make a great game : probably with the players and against the Paradox management team's "better judgement", or at least try with the comitee of players acting as de facto witnesses of their efforts. Smart move that comitee.

    Right, but all anyone needs to do is to look at the original Cities Skyline to see how CS2 will unfold: The original had 44 Content Creator Packs and radio stations, as well as 17 DLC. So over 60 items to buy ranging in price from $4 for a radio station, $6 to $8 for CC Pack, to $13 to $30 for some DLCs. And what were some of these DLC - some exotic stuff, like mass transit and airports. Colossal Order look at this game as a cash cow to sell DLC, rather than a game to make better, and their shamelessness isn't going away just because the player slapped back.

      The game hasn't even been released and people are already exaggerating way too much... But it's almost systematic with new game releases today.
      I would be surprised if the announcement had anything to do with Manor Lords. And you have to stop for a moment, the two games really don't have much in common, both in their concept and their complexity.
      A game like ML takes much fewer elements into account, and it does not aim to be as complete as a city skylines. The 2 games do not focus on the same aspects

    Sir thank you for doing this video and keeping us up-to-date and reading what they have written to us.
    But to be honest here sir, I take what they say with a grain of salt since the refund they are offering is nothing short than a joke and an insult to many players.
    Furthermore, they also claim that they are learning from their mistakes when in fact I feel like that is just empty words used in a tiny short paragraphs while at the same time proving to me and hopefully others they have learned nothing.
    To further go on they say they're gonna try to be more transparent to us and I take that also with a grain of salt and I don't believe them. I am basing that on the size of the paragraphs yet again which were tiny short simple responses and if they were going to be transparent they could've explained a lot more in detail what exactly happened and how it happened and spent at least a page or two of an apology toward us. When in fact they did none of that and they are just trying to hope and pray that we are so stupid that we will forgive them.
    I say don't forgive them and send them a clear message that this is not good enough and tell them that they need to do a lot better before we even spend one single moment excepting this so-called cheap apology.
    Sorry if I feel angry here in what I have written but frankly I have every right to be angry since I spent US$100 on this game hoping to get something decent and all I got was pure garbage.
    In fact, also this publisher and developer still have a ton of repair that they have to do before they even think for one minute that I will accept any from them as showing that they have learned something and I hope everyone else will consider what I have said here and hopefully might agree with me.

    I think everyone seems to forget that Foundry is also published by Paradox. It very well could be a case where the studio and Paradox thought they could have the game polished on time, but underestimated the amount of work that still needed to be done to optimize the game. As long as CO doesn’t abandon the game, I do think it will have a bright future ahead of it, CS1 didn’t start off how it was today either.

    I got the base version of the game, the DLC from cities one varied on pointless to game changing and I didn't think there would be anything game changing right after release. I don't dislike the game and I still want it to succeed, somewhere decisions were not made for the best interest of reputation, and hopefully this is the changing point.

    Im not upset that i didn’t bought the cities skylines 2 game. When it first came out, I wanted to wait it out to see how well it did in the beginning and also them put out a couple of dlc expansions packs for it

    If they were truly sorry they wouldve said that at the very first day when they shoveled out their steaming pile of shit, but they didn't... They're not sorry about the state of the game, they're sorry that the project as a whole is becoming a failure and most sadly so a monetary failure; they still hate customers with a passion

    At least CO is speaking truth to the situation. That has kept this game on my radar. And I will be firing it up some time in the future in the summer when I have some more time on my hands.
    And a thank you to you JumboPixel for continuing to make update video's on Cities: Skylines 2.

    "We are truly sorry," means: "We see that our lack of trying and our incompetence and our money-hungry ridiculousness is not going to pay off in the future.
    They are literally a joke now. Hopefully they can repair it. Maybe we'll get 20+ trees, exclusive to a DLC, instead of 4? It'll be even worse (you would NEED the DLC for maps that use the trees). THEY would think they do better. THEY will be completely clueless as to why people will hate it, again.
    They aren't listening to anyone except the C-level dimwits who care only about money.

    They should take after what house flipper devs did, theres a whole fourm created by the devs where we the community can input things we want in game, bugs etc and theres an active chart that shows what the devs are actively working on and future plans

    Still playing cs1 on the console and the only real problems with it in my eyes are the limits on how the roads and lanes are managed and snap together, there's work arounds but was really hoping that cs2 would have a better system although it looks pretty much the same, a 3 lane road should be able to diverge into 3 1 lane roads without creating a mess but when you have to use a highway ramp it's inevitable

    I was so excited for the sequel. I didn't realize it was going to be a completely worse experience than the first. Minus the appearance of buildings.

    It seems like they took CS1 .... and threw it out of a window. In regards to improving CS2, uniqueness is the key. For example, I would love to have a GASOLINE COMPONENT where my citizen can run out of gas (randomly) because *Prices are too high....... *Not paying attention to their gas gauge...... *Job/Work expenses and not enough leisure money..... *The industry is dipping (failing) and the supply chain may be weak..... *the car is old and needs repair / I was in an accident ......*Traffic jam / should I do more walking (public transportation ........... *taxi issues / driver not getting paid. Something different like that -- since they took my fishing / creative parks and park fees / SEEING THE CITIZEN ACTUALLY DOING STUFF .... tennis/swimming/restaurants/going to stores

    I dunno. I feel kinda upset that they released it as paid DLC, knowing how it was not even worth being called dlc, and now only saying sorry because the complaints are so loud they cant ignore us. Were not fools, were not stupid. I hate that they think we are.
