There most likely cutting back on one of the chicken slots after draining and cleaning all of it's contents before filling it with fresh oil for though two products alone. Considering there both sea food items there more likely cooked in the same oil together to optimize the cooking process and save valuable fryer compacity for there main product. I don't see them cutting back on the fries station cause unlike chicken fries are a nessesity and you need the ability to make them in bulk, if you take one of them offline for a promotional product your severly cutting back on your maximum output. You can wait for chicken to cook but without optimal fries output you run into a sinerio your waiting more on meals that don't include chicken at all for fries then waiting on chicken cause of sea food but still able to produce every other option that includes fries at maximum compacity.
