Why southafrica is not trying to build like Dobay

Egyptian architecture in the new capital is quite outdated and very old European. South Africa provides modern architecture and isn't very interested in sky scrapers unlike Dubai or Egypt as in the modern era there is no need for them really. Such cities like Dubai and the new capital in Egypt tend to be vanity projects more than anything else. No offense. South Africa has chosen deliberately to build according to need and not according to grandeur/vanity. I live in Midrand where this building and development is, its world class and very beautiful and modern yet ties in to the existing environment easily
