In the episode where Quark hired Garak to kill him, Quark never called him off! There was no scene resolving it where Quark told Garak that he didn't need to die after all, so I guess at any point after the series Garak might still kill him.

One thing that always bothered me about Star Trek was how the aliens never seemed to have individual traits. The Klingons were aggressive, The Ferengi were greedy, The Vulcans were logical, etc. It was refreshing to have Garak and Quark on DS9 that portrayed aliens that had something else, a more individual nature.
You never watched the shows then. You need to watch them again, carefully and learn that they have individual traits that you did not pay attention to.
Nog became a star fleet officer, Spock was actually very quiet about it but he had emotions though he kept trying to deny it and Warf was very reserved compared to other Klingons.
I love the comparisons of different factions. Federation with NATO, practically UN. Peaceful explorers that had a prime directive. Klingons with imperial japan, warlike, traditional, and honor based. Romulans seemed like soviet russia, sneaky and hostile. Cardassians with nazi germany, aggressive and totalitarian with military based power.
One thing you’ve got to understand is that humans have a lot more individuality and self identity that the majority of others races. That’s why humans can get along with almost every race, they have traits that can make aliens like them. Meanwhile you’ll never have a Romulan liking a Klingon because of how ‘primitive’ they are and you’ll never have a Klingon liking a Romulan due to how deceitful they are, Klingons can like humans due to their strength and honour they show and Romulans can like Humans due to their intelligence. Humanity is the one thing that helps keep peace and prosperity. (Big reason why I hate the new Picard show, humans aren’t the same).
