The bus from cebu airport to the city centre is only 50 pesos. And goes every 20 minutes.

If you withdrawal from a ATM in the Philippines apart from HSBC there will be a withdrawal fee of 250 pesos and you can only take 10.000 pesos. HSBC ATMs no withdrawal fees and can withdraw 40.000 per use.
