Basically, I'd say MAGNIFICATION 7 or 8, and OBJECTIVE LENS DIAMETER between 40 and 50 (including those numbers too), and If I buy it for myself as a beginner, I'd look for the reputed brands first such as Sawrowsky, Zeiss, Nikon, for that price and then would check ones like Vortex, and Opticron. There could be other brands with good binoculars. If it's buying binoculars for the first time, please check it hands on personally (or buy from a store or online where returns for full refund is available). There are a lot of factors going into the decision making as mentioned in these videos. So, it's difficult to just say "ok, pick this one" (for someone else). Nikon Monarch M7 or GPO Passion ED would be a good choice in this price range. I you need something even cheaper I would recommend considering Vortex Diamondback. All are in 8x32/42 format...

It's okay for any purpose unless you have a specific purpose. Especially good for low light conditions.
