Samus really cannot do much if Fox forces her to constantly approach, and uses a run and gun style I don't think, especially on Dreamland
I think it's a Plup thing tbh. He hates that Samus cannot dictate the pace of the game.

fair is a fairly good approach tool I would say but yeah, she definitely has more zoning tools than ability to approach
I should also mention charge shot, taking a moment away to charge up (probably not great on fox because laser) but it can pressure the opponent into approaching first
