The drain plug should be just hand tightened and then turned a bit more with the wrench. As for the metal washer, you would want to put it on the drain plug.
technically 2/3 turn after the gasket seats, by hand or if you don;t happen to be as strong use a wrench. Overtightening can warp the filter and cause leakage.

These cars seem to prefer the OEM oil filters for some reason. Most other filters Ive used gave me an undesirable engine tapping at cold start-up for about 30 seconds. With the OEM filters I don't get that. The OEM filter usually come with the crush washer also. Since they come with the washer, I just change mine at every oil change, but you can easily go two or three oil changes on the same washer.

@ellen fitzgerald You should use whatever motor oil weight the manufacture recommends for the vehicle.

If it's the 2.0L engine. The 2.0 in the Tib and Elantra are essentially the same. Most likely 17mm. Youve probably discovered this by now tho. Lol
