Cross-Border Terror Not Over-Arching Threat, SAARC Policy Needs Review: Former NSA Shivshankar Menon

  • In an interview to discuss a recent paper published by the Centre for Policy Research (CPR), which advocates a rethinking of India’s foreign policy and strategic priorities, of which he is one of the authors, India’s former National Security Advisor and former Foreign Secretary, Shivshankar Menon, has said India must rethink its attitude to cross-border terrorism which is “not an over-arching threat” and also urgently review its SAARC policy or run the risk of China being admitted as a member in India’s absence. In a 41-minute interview to Karan Thapar for The Wire, where he discusses the CPR paper called ‘India’s Path to Power: Strategy in a World Adrift’, Shivshankar Menon also spoke at length about how he believes India must reorient its China policy and build several friendly coalitions to tackle and respond to the many challenges India faces from China. Mr. Menon also spoke about India’s relationship with the United States, which he calls “a critical partner”, the need to expand the Quad to include Singapore, Indonesia and Vietnam and how India must respond over the next decade to the US-China rivalry. A third big subject Mr. Menon discussed was the need to better manage relations with India’s immediate neighbours . He called for India to separate “domestic, political and ideological considerations” from its policy with neighbouring countries and seek to become “a source of economic and political stability in the sub-continent”.

      @@dipjyotimitra186 modi’s visit to Nawaz’s grand daughter was a personal visit and nothing to do with improve ties with Pakistan, modi even wished Nawaz on his birthday but didn’t wish the people of Pakistan for their father of the nation’s birthday (which falls on the same day). Whatever modi did was in the basis of his personal ties with Nawaz and nawaz’s own personal business ties with Indians . Nothing to do with indo Pak relations

    Views of Mr Menon, who can be rightly considered as one of saner voices in Indian strategic community, clearly display contradictions that India faces in it's policy. He acknowledges use of Pakistan bashing as being most important tool of Indian domestic politics but at the same time thinks Pakistan is irrelevant at strategic level of Indian relationship. In my opinion India can never achieve great power status with such ambiguous rather duplicitous strategy

      Being an Ex-NSA, he won't beg Modi to reach out to Pakistan, otherwise he is saying the same.
      For India to improve its standing, it cannot handover its security leadership to the U.S., neither can it afford to de-link its economy from China, or India would only be a client state at most. India needs to chart its own course by improving its domestic polity and integration with neighbors, which Modi has no interest in.
      So, these philosophers will remain irrelevant in distant future.

What Indian politicians choose to do internally makes Pakistan an important tool for domestics politics. But when it comes to integrating with neighbors, Modi is very much interested in and has worked on. It's just that Pakistan isn't included in that list.
      Modi did reach out to Pakistan when Nawaz Shariff was in power. How & why things went south after that is public knowledge, except maybe in Pakistan.

    Perhaps i am the only Pakistani who regularly watch Karan Thapar's show not for the sake of highlighting short coming but to be joyous about dome sane voices with in India. It's not about US two, the trajectory on which India is currently moving on will ultimately backfire and it's shocks will be felt in Pak too. Though as a Pakistani i should be happy for that but what i believe as a human being is to see the region flourish not just the two of us. Any critics are welcome to criticize me or any sane voices but if you know the as the old proverb goes "the axe forgets but the tree remember". The common people of the two nation are trees, government will somehow fill their egos and walk away with their head in shame but US are the one who would suffer.

    Mr Modi did not go to pakistan on goodwill visit. That visit was pre-arranged and pre-discussed. It is now in public domain that Modi used vested private business interests for a secret meeting with Nawaz Sharif in Kathmandu earlier and the same channel he has used for the meeting in Lahore. The industrialist Sajjan Jindal was in Lahore on Dec 25, 2015, when Indian Prime Minister Narendra Modi visited Nawaz. This has come out in the open. So how can Mr Menon claim that Modi visited Pak to mend ties. Mr Menon should worry about India's relations with China more than Pakistan.

      The project had been ongoing for decades, it just didn't started with Modis election but it will be completed by end of his second term. Even if Modi looses next election, it will take a monumental effort to purge such elements out of every facet of Indian power, and if Modi wins, the shift will be complete and absolute. The proverbial fork in the road moment had long since passed and the trajectory of demise and destruction is set.

    Karan as usual and very informative interview with Menon who is well experienced in the foreign policy and the idea given in his view is very accurate and acceptable but the nation now go on in the hands of few and mainly the friend of Modi, Mr.Doval so wait and see what he is doing in Kashmir and Chinese border?     Looks like Karan is finally lost as Menon opened up and both of them realized there is nothing to start howling about Modi and BJP! they did talk about state of the economy but found that they could not go much further on it!! If the paper is so vague, what is it that is new or unusual in it? Most of the issues are already well known and work on them is also happening.
    India needs to counter China on land border and it needs help from Russia, France, Israel, USA and other for defense equipment and technology. We need mainly USA and Quad for IOR for similar purposes. We are on our own and we can fight China certainly but we need to upgrade our technology and hence, from diverse sources.
    After this Indian economy must grow and grow rapidly. Rest of the issues will fall in place once these broad strategic parameters are taken care of.
    Interesting to observe Karan at his wit's end on how to handle China and make India more democratic by removing Modi from the scene...he he.

    The thing is when the person who is being interviewed start elaborating his answer and starts to repeat the same point in some other way or is irrelevant to the question then only Karan interrupt, you see its not some kind of speech its an interview.

    I appreciate the way Dr. Menon addresses countries as feminine entities, Atleast I haven't seen anyone else do so. As far as the fateful triangle of US, China and India is concerned he suggests a perfect way of maintaining better relationships individually than they have with each other. We have mechanisms like SCO and BRICS to do so I hope Dr. Menon could have addressed their relevance. Looking forward to read the document. 🙏🙏🙏

    World heavily invested in China over last 40 years and China is none of these. Business always invests where it can see returns. Period.

    India has most of influence towards east but without Pakistan, how can region unlock access to central Asia. Whole region from central Asia to Bhutan shud be developed like EU. Its wishful thinking. But may b some day ...........

    Mr Thapar, please let your guests complete their answers. Once they are done responding, then ask your counter questions ( which are good questions btw). Your constant interruptions to Mr.Menon’s reply’s are really really annoying. Stop doing that.
    Its always great to hear Mr.Menon’s views. Very smart, great insights. Wish he still had some role in the current govt. Thank you for doing this interview sir (thanks to karan for bringing him in)

    What a comedy, what SSM has discovered now is already being done by SJ over the last 5 years, during this time SSM talked about more friendly relationships with Pakistan and China and wanted India to be part of RCEP…Now he has comeback to the Government line of thinking

    Lost count of the number of times Karan Thapar said the word Pakistan.
    Karan Thapar seems to be talking for his friend, Ashraf Jehangir Qazi, the former Pakistani ambassador to India, who he was good friends with, who used Karan as a conduit to talk to Advani, therefore just as appalled that even Shiv Menon doesnt find anything wrong with BJP's handling of Pakistan.
    He doesn't want to talk to Shivshankar Menon about any of India's other neighbours, cutting Menon off when he starts talking about SL, BD or NP😀

    Mostly self aggrandizing escapism from realities of today's India based on a past that was never there. This is the first time i heard anyone claim that Sri Lanka survived its Civil Wat because of India... Mr. Menon what are you smoking? Wobbly isn't the word that one can use to describe current Indian direction, and frankly with each passing day it is looking they are being damaged irreversibly. The wishful thinking most of Indian intelligentsia seems to indulge shows their complete disconnect from ground realities.
    India will be building a house of cards based on such thinking. India is responsible for rendering SAARC irrelevant, and with Talibans takeover in Afghanistan, its highly unlikely that India will change its behavior as far as SAARC is concerned.
    Bangladeshs GDP is already higher than India, and as always Indian foreign policy being driven by domestic politics can only antagonise this relationship.
    I dont even want to start on what he said about Pakistan, Mr Menon is the best example of delusional thinking most of Indian intelligentsia seems to be suffering from. Keep on building castles in the air.

      Frankly, it's a less important issue than the hard power of economy & military
      Remember, all the Asian Tigers barring Japan was a full or semi-dictatorship when they started growing. China used to butcher peopple when West opened her arms towards her & China started growing.

    Mr. Menon's work seems to be based on certain assumptions which in his view might be realities. He is clearly trying to stand on a (safe) sideline and pose a new theory for future, which may not drastically offend Bhagts. Unfortunate !
