how do you put the small balloons between the big balloons, do you stick them with double tape
I use rubber bands for cluster of small balloons and glue dots.

No. And I don't recommend you to buy stretch covers, they are transparent and look cheap.
Our covers made from a solid good quality fabric, specially for our frames. We sell them on our website if you need it

You need to check prices in your area. If you do a good quality job you can charge similar amount at first, while you figure out a comfortable prices for you. If you just starting, you can keep your prices little lower until you get confidence in what you doing.
