I know you probably already know this and were just double-checking the truth table, but any time you see a logic gate with a little empty circle drawn at an input or an output (like with those inverters) it means that input/output is inverting. So in the case of the 4069, the little circle at the output means the output is inverting, and thus it's an inverting buffer.
Thanks for recording this repair! I'm sure it will help a lot of people.

I like the divide and conquer method for troubleshooting. Too many times, people get intimidated by a complex schematic, and they freak out. If you just focus on one component or area, it is often that a person can easily figure out how it works. As the old KISS method states: Keep it simple stupid. Even though this saying may insult people, it is a rather logical way to approach things.

Any recommendations on where to start if the tilt comes on and the second ball doesn’t engage any longer? Thank you

Is it a Williams System 4 or so like this one? You may have a shorted diode on the tilt, or the ball outhole switch, they're on the same column on the switch matrix. So it could be once the ball lands in the outhole, it scores more than one switch, and makes it tilt. The matrix is getting confused (likely)... it may be a bad ic on the column section of the switch matrix on the pcb, or it may be the "PIA" that runs that section. So maybe a board problem or maybe a diode on the playfield (or the tilt bob)

I saw how you were worried about using a logic probe on a chip that had 100 volts and rightly so for its sake. I don't know if you remember that a scope can take that voltage and still show you the logic giving out signal. For me the scope is always nearby setup so dragging it out and using takes me little time.

JOE CLASSIC< you mention when the displays have a ghosting problem because of the timing is off. What do you mean by this that the timing is off? because the strobe signal and blanking signal have to be "In sync" which the CPU chip/ROM chip is outputting the Strobe signal and blanking signal there is really nothing else that can alter the timing of these signals. I'm not sure what else would cause ghosting Display errors. Maybe from your experience you have seen certain things that cause display ghosting errors that you can tell me that causes display ghosting errors?
