Polar claw painted out to look like a panda because Polar claw himself was obviously a polar bear and I believe there was actually a nother bear character that uses his figure mold but was a brown bear and only in Japan if I remember correctly.
I remember packaging on the first wave of Beast Wars in the U.S. had a brown bear character called "Grizzly One" which was obviously an early version of Polar Claw. The show came at least a year after that, but a mini-comic packaged with a Megatron(alligator) and Optimus Primal(bat) two-pack that was part of that wave gave a back story that was way different from the show. Looks like it was just an alpha version that was heavily modified when writing the cartoon. That toy line had a ton of characters that didn't make it into the show, especially towards the end. There's a site I use to research old toy lines called Action Figure Archive( figure-archive.net) that has a mostly complete beast wars gallery, and a lot of other stuff too.
What do you expect? The budget was kind of pathetic for what was advertised. Same for the Machinima ones where they just got TH-camrs to do lines for many characters and not even ones who are known for voice acting.
I am betting the Panda Maximal was an actor or a spy specializing in deep cover operations. The part about Megatron having questions about the war was surprising.

You think Robot chicken was being dark with Megatron throwing a panda into a river of lava? Well just remember that Beast Wars was basically of the darkest of the transformers franchise. There were scenes of a tiger getting crushed to death in an avalanche, Terrosaur and Scorponok being thrown into a pit of lava, Tigatron and Airazor being eaten by a monstrous plant, Dinobot getting shot at by the Predacons, Tarantulas being electrocuted and blown up, Depth Charge driving an energon sword at Rampage’s spark, not before he blew himself and Depth Charge into pieces, Tigerhawk getting blasted by the nemesis ship and Quick Strike and Inferno getting blasted by the same ship.
The only thing it managed to do right for the character was the fact that he literally won every battle he was a part of, like seriously the dude managed to knock galvatron drown
I always liked those early episodes where the little things matter. Like how they can be mistaken for actual animals, how Cheetor didn’t notice anything wrong with how big waspinator was because he’d never seen an actual wasp before. The predacons May have gotten cool forms, but a lot of the time it’s of an extinct species or small insect. The maximals at least had the option of blending in. Well, until they all started turning transmetal and fuzor, then they stuck out like...well robots on a prehistoric earth
Fun fact about Polar Claw. In the first year Beast Wars toy line, made before the TV series was written, Polar Claw and Scorponok were the second highest ranking members of their teams. This means they were intended to be the second in commands of each team.

You think Robot chicken was being dark with Megatron throwing a panda into a river of lava? Well just remember that Beast Wars was basically of the darkest of the transformers franchise. There were scenes of a tiger getting crushed to death in an avalanche, Terrosaur and Scorponok being thrown into a pit of lava, Tigatron and Airazor being eaten by a monstrous plant, Dinobot getting shot at by the Predacons, Tarantulas being electrocuted and blown up, Depth Charge driving an energon sword at Rampage’s spark, not before he blew himself and Depth Charge into pieces, Tigerhawk getting blasted by the nemesis ship and Quick Strike and Inferno getting blasted by the same ship.

I always liked those early episodes where the little things matter. Like how they can be mistaken for actual animals, how Cheetor didn’t notice anything wrong with how big waspinator was because he’d never seen an actual wasp before. The predacons May have gotten cool forms, but a lot of the time it’s of an extinct species or small insect. The maximals at least had the option of blending in. Well, until they all started turning transmetal and fuzor, then they stuck out like...well robots on a prehistoric earth
Fun fact about Polar Claw. In the first year Beast Wars toy line, made before the TV series was written, Polar Claw and Scorponok were the second highest ranking members of their teams. This means they were intended to be the second in commands of each team.
