It is not the concrete being itself made more flexible, which was the whole thrust of the earlier part, but that it was reinforced with metal rods, which is standard practice in EVERY structural use of concrete, and which goes without saying is part of the amazing Troll platform. The tests are also grossly different, with no shock load in the second case, and the supports for the load being close to the supports.
