TBH the mod does not change the graphical fidelity, it changes the saturation and edits the ambient lighting, draw distance etc.
The other options are still up to you in your graphics panel.
It chaneges a few things like basic textures, water and the sky but other than that its up to you yes.

TH-camrs like LispyJimmy are assholes. No actual content, just edited thumbnails, wasting time beating around the bush and talking about irrelevant shit before finally coming to the point which can be said in just 30 seconds. And usually, there is no point. Then also, using petty tricks to get likes, comments, shares and subscribers, like announcing fake giveaways, and saying "something funny happens when you press the like button on my video" (NoughtPointFour).
They are all real assholes, and I wish I could seize their money, ban them from TH-cam, and make them go and do real jobs. I would give their money to cancer patients, and other people who need that money. If they wanna live those luxurious lives, they're gonna have to do actual work, whether its hard work or fun work. What they're doing is wasting everyone's time and milking money out of basically doing nothing. That's not the way it's supposed to work.
Miley Hodges Here are the steps using which TH-camrs like those make their videos:
1. Add misleading thumbnail. Use photoshop to create thumbnails of images people expect to see but won't be in the video at all.
2. Misleading title. For example, if it's a GTA 5 graphical improvement mod, just basically call the title "GTA 6 HD Graphics: Mindblowing", and write the words "GTA V" and "mod" in the description, so that people can't point out the clickbait without embarassing themselves. And if it's something like "GTA 6 Release Trailer (Debunked)", make sure that the word "Debunked", which is very important information, comes in so late in the title, that TH-cam just turns it into 3 dots (...) and people will blame themselves for "not reading the entire thing". Basically, petty tricks like that.
3. First two minutes of video: "Hello guys, my name is ????, and today...." blah blah blah. Say it as slowly as possible, maybe add a few coughs and sneezes to cover up more time.
4. Minutes 3 to 5: "I request you to hit the like button and subscribe button..." blah blah, but very slowly, and repeating the requests a few times. Also, if you really desperately want likes and subscribes, announce fake giveaways or false info, like LispyJimmy does while saying, "Type a comment saying 'fuck me daddy' for a free PS3 and copy of GTA VI", which can easily bring in many $1 comments. Another example could be Sernandoe's, "My dad works for Apple, and he has many iPhones just lying around. So hit subscribe, and if you're lucky, I'll send you an iPhone for free, shipping's on me." And another one by NoughtPointFour, "People have told me that they hear this amazing soothing ass-tearing harmonic noise coming out of the tits of Elvis Presley from heaven when they hit the like button, so go ahead and hit the like button guys, and let me know in the comments section below about what happens", and by saying that in the video, you can score a like and a comment simultaneously.
5. Minutes 5 to 8: Get to the information that people thought they came to see, but sell it real good. If you're giving false info, you wanna make sure people believe it's their fault for not reading the title correctly or something. And while getting to the info, try to speak as slowly and say stuff as irrelevant as possible, like this: "I'll tell you about it in a few minutes, but this is how I found out this great news. I woke up this morning, at like 6 AM. I don't normally wake up this early, I usually wake up at around 10 AM, cause that's when my girlfriend usually goes jogging, and we have pancakes after that. She makes great pancakes, you guys should try those. Anyway, so I got up at 6 AM, and I took a dump. And it wasn't like a huge dump, or an abnormal dump, it was a fairly yellow, wet, medium-sized dump...." blah blah blah, give all gory details necessary to stall all the way up to 8 minutes.
6. Minute 8: Time for info. You can easily say it in 30 seconds, but try to stretch it if you can. If there's no solid info, forge some with evidence saying "I do not know if it's true since it came from an anonymous and unreliable source", so that people get tricked into thinking that if the info is false, you might be a victim as much as any of them.
7. Last 2 to 3 minutes: Fill in more stuff about the info, even though the info part is over, so that people think that there's more necessary stuff left. And in the final minute, ask them to like, comment, share and subscribe again, multiple times, so much so that they might actually believe that you're doing hard work and deserve to have their support.
And if you took the time to read this, I request you to share this on the videos of such TH-camrs, so that more people read this and find out how those TH-camrs manage to sit on their asses all day and still get rich. I hope people become smarter and stop supplying such belligerent twats with money for nothing. What I have typed is long, but at least it's real info, with real significance, and is actually gonna contribute to TH-cam, unlike the videos of TH-camrs like LispyJimmy, MrBossFTW, NoughtPointFour, Sernandoe, Olli43 etc.
Instead, do yourself a favor, and take the time to watch videos of TH-camrs like "whatever57010" if you wanna stick to the GTA related stuff. Or, if you're looking for entertainment, maybe watch videos from channels such as that of "Last Week Tonight", which are funny, and actually make people smarter. Such channels can get money to people who actually use their time and resources to do something real, and ensuring that they have smooth lives will result in TH-cam users getting actual content on TH-cam, making TH-cam a much better site to watch videos on.
