That is also one of the biggest issues with the contractors, they do not collect their rubbish and dispose of it at a dump site, nor clean up the verges and make them look decent after they have finished their work . Not even a broom to sweep after they have finished . .

Jungle has no place on an highway, and as you say it is natural but natural has to be maintained in order to keep it naturally beautiful which it is not appealing to the eyes at the moment.
The problem is bigger than St Thomas it is Islandwide, Jamaicans have such a beautiful Island which they appear not to appreciate otherwise they would not allow attractions to fall into such disrepair. One would expect the highway authority is responsible for maintaining whatever is to the side of the roads. It starts with citizen who should be responsible and take their litter home with them and the authorities to provide receptacle for people to deposit their waste and remove when full. Beauty attracts more visitors ugliness is just that ugly. Time Jamaicans take pride in their beautiful Island, you don’t know what you’ve got until it’s gone!
People need to stop littering all about. Jamaican is a beautiful country but many people are too dirty and don’t care. It is very sad as I see people throw trash and bottles from their vehicles every day. This dirty behavior is a lazy selfish behavior. I get very upset about what I see. Why do people want to live with garbage all about? Please people, respect yourself, stop littering!
In order to tests the cleanest of the people, the council should put some garbage bins along both sides and see if they are willing to use them, then you will find out if the people really care about their country and the environment . . We can see that is a big problem with jamaica on a whole, there are hardly any garbage bins along the roadsides to put your small litter in . This is what should be campaigned for . The bins can be made of concrete .
If you should come in my car you will see i have all my garbage in it until I find a proper place to dispose of it. I grow up not a litter bug and it still in me.

I saw a footage with a brother at a garage in Jamaica recently that ran out of gas, and he used a half plastic bottle as funnel, and after using the bottle he dropped the bottle in the same spot at the pump on the floor without any care in the world .

I don't see anything wrong with the bushes, the trees are for the climate, all that is need to be done is give the leafs o blow, someone from the community can check with the municipal office to see if it's private own. I never know that was any kind of noted attraction in Jamaica because their plenty of those areas in the island.
All they should stop doing is littering the place with empty drinks bottles and other debris and leave the natural vegetation clean up the harmon tree leaf on the sidewalk
