GTA 4 cops- balanced, easy to lose them, sometimes fat, a lot more forgiving, say the funniest quotes, do the funniest things, actually miss their shots, and everyone loves them.

Something I really liked about the LCPD in GTA IV was that, unlike any other GTA title, the police actually treat you equally to any other NPC, it makes you really feel as part of their world. If you cause a crime unarmed, they simply won't fire and will chase you just like actual police do. Unlike previous and future GTA titles the LCPD in GTAIV treated the NPCs and Player's crimes with the same severity. If an NPC commits a crime on the street, the police won't blame you for it. That'd be just lazy programming if they did.
There's also the fun dynamic where you can help a running criminal NPC escape or help push him over in GTAIV, thanks to the harmless ragdoll push you can do by running into NPCs. It's really fun to help an NPC cop arrest another criminal NPC that attacked you. I think the LCPD even have voice lines thanking you! I've helped the cops countless times in GTA IV by pushing or obstructing running criminals (which would later follow up to me downloading LCPD:FR) but it's sad that you can't do any of that in GTA V. The cops in GTA V only exist to increase difficuilty, not immersion. (And increase difficuilty very artificially at that...)
Why did GTA V cut the code of arresting NPCs anyway?? It was right there in the trailer and they just disabled it. Thank goodness they left the files leftover in the game so that LSPD:FR could pick up where it left off.
I will be honest, one thing I hated about the cop AI in GTA IV was that they always knew exactly where you are, even if you're fully hidden. If you stay in a spot that's out of their reach you can literally see them walk straight towards you even though the map says you're out of sight. They tried to fix this in GTA V but it doesn't work all the time and sometimes you see them running towards you even though they haven't detected you, even taking very complicated paths to reach you that they otherwise wouldn't.
Hear me out, once I had 4 grey stars on a warehouse, I was in a dumpster crouched, a fat cop passed from the other side without vision of me, he exited and I felt like stealth ing

OK people, I know the trilogy remaster was a joke but R* wasn't apart of that. I will say I'm disappointed in R* with what they've done to GTA5 and RDR2. This is realistic I do not argue, but THIS GAME and not reality. I don't understand why half of the people don't know what game conventions are, you can make the police work smoothly and really do part of their duty (GTA 4), or you can make the police who just shoot at you randomly, which is why it is simply impossible to chase them (GTA 5)
I am not an opponent of the fifth part, I even like it more in some aspects, but in terms of chasing with the police, the game has become too complicated, although they could just leave the artificial intelligence of GTA 4

They're not, actually. Shooting someone in the back is only illegal if they're surrendering or a non-combatant, and shooting someone who's down (Dead-checking) is often considered fair game as long as he was a legitimate target when you first shot him, and there is urgency in the situation- ie: you just cleared a room and don't want the bodies to pop up and shoot you. I believe the rule is, if you pass by them, you can't shoot them again.
Besides, the police follow local laws, not the Geneva Convention. They cannot do dead checks, and shooting someone in the back depends on whether the suspect is an active or immediate threat.

The downgrade of GTA 5 A.I is due to hardware limitations, they simply focused to much on the graphics squeezing every last bit of power from the last gen consoles to make the game look good, sacrificing other mechanics

GTAIV cops mostly behave like people. GTAV cops behave like outraged lunatics eager to murder everything that moves in their immediate vicinity. I get it, satire and all, 'Murica, etc. But it's just lazy and boring compared to the previous game. GTAV's got amazing graphics and city, but it fails in the immersion department, badly, and screwed up cops AI is but one of the many examples of this shortcoming.

Andrii Svystun so true! That's why I stopped playing GTA V. I couldn't stand the cops. I would lose them and park under a bridge waiting for them to stop searching for me but did they? Nope. There would be an army of them on foot falling off the bridge to there deaths trying to get to me. They would come flying off the bridge in there cars like they were the Wright brothers trying to take flight. It was like they had a unquenchable urge to kill me and had some magnet in there heads that pointed them straight to my location. I couldn't stand the fact that GTA IV's AI was so much better then my brand new GTA V game I just paid $60 for. I fucking hated that. I hadn't played GTA V in 3 years because the cops were SO bad. A note about NOOSE agents in 4, they always remain that way. I think it's their sprinting animation as well, which is about as fast as you are. Their crouching animation is the same as you if you leaned up against low cover. One of the things I despise most about 5 is the gimped stealth system. You can't even crouch in 5. It amazes me that you could do that in games like 4/Max Payne 3 but not 5. SWAT in 5 I would argue that they do more tactics, but that mini gun fire they do with their assault rifles is downright BS

$50? Oops, guess it has been a while since the last time I did it. I only did it a few times anyway, taxi/firetruck/ambulance/vigilante missions got you cash a lot quicker. That is one of the things I rather miss about the 3D era GTA games: how easy it was to get money. Like, I could reach maximum money in GTA San Andreas in only a few hours playing vigilante in the attack chopper. Guess R* wants you to buy Shark Cards now though, so they make it take way longer.

Both have their flaws but IV is clearly better.
Fun fact: The standard black police cruiser in GTA V Los Santos has its own physics category where it acts like it has reduced gravity. The suspension is very soft and the car acts like it's very lightweight which makes it very difficult to drive.
Somehow this isn't that well known and results in a lot of confusion when I've seen people drive it. All other police cars use the regular car physics.

The worst thing GTA V did with police system, was change the max wanted level from 6 stars to 5 stars.

If I remember right, FIB and NOOSE were chosen randomly regardless of if there are 6 stars or not.
GTA IV and the LCPD have their realistic things, the police AI have some "strategies" but they can't handle high speed so that makes escaping easier.
GTA V and the LSPD are more like BADASS looking and were made for high speed chasing while crashing your car on the back, or doing other things, like the movies.
I think each one of them were made for different purposes on the best way Rockstar games could:
LCPD gives a more "realistic" EXPERIENCE and logical INTERACTION with them.
LSPD can give you HIGH SPEED CHASING and MORE CHALLENGING COMBATS just like the ACTION MOVIES with police.
What strategies did the LCPD employ, exactly?
Well, while chasing you on cars, they will try to block your way getting in front, on the side or behind of you. Other is that, on wanted level 3 or higher, they send you police patriot to ram directly on your car.
On foot, they do things like spread out and, more often, getting close to arrest you, not killing you, at least on low wanted level
They do all of that in GTA V as well, except for the SUV's. They only appear in the country side because it makes sense.
