Lyft Driver Almost Hits Bicycle Pedestrian Speeding 6 Seconds After Red Light By Washington Monument

Cycling 25 AUG 22 around 750pm. Lyft Driver blows red light 6 seconds after it turns red and was kind enough to blow his horn at me to move. License Plate VA UKV-7557.
It is hard to see but the other street had a red light, there is a 2 second delay then a white pedestrian cross light starts for 5 seconds, then a green light for cars. I try to get ahead of the cars since they can accelerate faster, and dont want to be in a blind spot.
If the driver was 1 or 2 seconds, after the red light, whatever, but 6 seconds is plenty of time to stop. And I was listening for a speeding car since I have seen close calls many times at this intersection, but he had a hybrid Prius in electric mode and there was little sound. There were other people already in the crosswalk who remarked how scary it was. I rode to his car to get his plate, and tried to get his attention so he would pull over and I could get the police, but he ignored me and drove off.
The food truck should be parked at least 25 feet from the curb. The driver probably had 10 degrees viewing angle. Can the DC Police enforce this? It creates a blind spot both for drivers and pedestrians. Do you think the police of Lyft will do anything? If that driver hit me, I would be dead or launched 20 feet in the air and possibly paralyzed. Too many cyclists around here are getting killed for no reason.
