I thought 20 would go on top and 1 at the bottom because 20 comes first in ratio 20:1?

I think because it says "OF" 20:1 the "OF" indicates that 20 will be on the bottom. "IS" is always on top of the fraction and "OF" the denominator is at bottom of the fraction.

I'm sure,if less more divide was applied here,the 20 proportion was for the 1600 students,so if 20 is equal to 1600 then 1 will be equal to?, that's where we have that formation
