You are correct, the reel of blue wire is tracer wire. McWane Ductile & the ductile iron industry (DIPRA etc) suggest that tracer wire is not necessary when installing Ductile iron pipe. However, some utilities continue to specify tracer wire regardless of the pipe material. Tracer wire, also known as locator wire, is used to locate lines years after installation. Most commonly used with PVC installations.
Iron pipe is cast in a centrifugal machine where it’s spun and it’s between 70-150mm thick, it’s then lined with either concrete or anther material and painted. It’s not a thin material and it’s not a bare material like PVC and clay. This also isn’t used in many high pressure situations volume is normally constantly flowing.

I did that at Griffin Pipe when it was still opened. At least all the gauge are done by hand still.
