I suppose it’s how you define victory. Israel unfortunately said that they would “wipe out Hamas” … we all know it is not possible toe wipe out ideologies. It’s also been 80 years since WWII and Nazis still exist so defeating stupid ideologies is not a reasonable expectation.
Us kind of tied Israel’s hands with respect to operations in Gaza but nevertheless in 10 months Israel has eliminated most of Hamas leadership to the point where Sinwar is begging for his life as a condition for a ceasefire. They just completed the liquidation of the Rafa brigade which makes it 22 of the 24 original brigades completely decimated. Tunnels are being systematically discovered and destroyed, the reason why this is taking so long is that there was way more than anyone ever expected…but they will be destroyed in time. They control the Philadelphi corridor so Hamas’ only method of rearming themselves is completely cut, additionally they can no longer produce rockets because their manufacturing is also destroyed. Israelis are now returning to their homes in the south because this threat has been diminished and rockets from Gaza have been diminished to a rate that is lower than even before October 7th. In about 2 months the intense phase will be completely done Israel will redeploy its forces to the north to deal with Hezbollah. Then all that is left of Hamas will be a low level insurgency. This will probably go on for another year or so. Without a method for re-supply, ultimately this low level insurgency is doomed and will be brought to a level where a local government can be safely brought in to manage civil and security administration in Gaza. Anyhow, this kind of sounds like victory to me.
Unfortunately Hamas’ misadventure has set progress on 2-state solution for a long while. Israel has learned the lesson of 2005 when Gaza was gifted to the PA. I would say that it will require at another 10 years or so of de-radicalization in Gaza and West Bank , perhaps a change of leadership that doesn’t promote “pay for slay” or see a Palestinian state as a enclave for perpetuating war for Israel to consider something approaching the 2 state solution.
