If a troop member or a hero reaches max level, do they still steal experience?

Yep, experience is shared regardless of your level.

Every play through ive done I get a quest from a recruitable companion to find another person. Every time it seems bugged because it says they are in a town but when I go there I can’t find them, even though when I hover mouse over the town it has their name. Have you encountered this?

Can't say I've seen that one. Did you check the tavern and the town hall? I haven't played the most recent update so it could be a new bug 🐛
