The strap you pulled out at the beginning is to hang another bag, travel pillow, etc…You pull it out and hook the item then it clips back in. I believe it holds up to 15 lbs. The piece that snaps in is to help hold your items in on that side. You clip the straps over it and tighten and it compresses the items so it’s easier to close your bag if it’s slightly overstuffed.
