I mean, it's not completely separate. Some of us have been worried about this for decades - immigration has been a hot button issue for a very large portion of the populace (albeit not me, personally) pretty much constantly in that time, and it has never been seriously addressed by the government, indeed, if anything they have just been dismissed. When you ignore concerns of the populace consistently, _that's_ when a particularly nasty type of person takes advantage of the vacuum. They are then able to harness that into violence. Which is what we are seeing now.
It's not a politician's job to treat the world as they want it to be - they have to treat it as it actually is, and then work from there to improve it. When you listen to or read many interviews with the people at these demonstrations which turn feral, there are clearly plenty of people there who can't meaningfully be labelled far right or thugs. And yet there they are, rubbing shoulders with people who are both pretty extreme and violent. Why is that? It's because there has been a serious failure at the macro level.

I remember around three years ago a Muslim being arrested In Birmingham. A crowd of Muslims formed outside the police station, their representative entered spoke to the deck sergeant, who made a telephone call then set the Muslim prisoner free. On enquiry it turned out that the Muslim representative had told the sergeant that if the prisoner wasn’t released he couldn’t guarantee that the crowd wouldn’t riot and if they rioted the riots may spread. On passing on the message the sergeant was told to release the prisoner.
I believe this attitude is behind the two tier policing. Those in charge are aware that some communities are liable to riot and need to be treated with kid gloves while the long suffering native British community can be bullied around as they have little history of rioting or civil disorder.
