When you translate that into a normal person it just makes the character look incredibly dumb and the game look inconsistent.

He’s ecstatic if the courier does everything he can to make the battle of Hoover dam go in your favor. But if you do anything that makes that difficult or possibly impede the plan then it’s probably terrible because he can’t tell you off and has to force himself to put a positive spin. Muggy is just Sisyphus.

So the Yes Man ending is basically wahatever you imagine your character to do after the battle of Hoover Dam as head of an idependent New Vegas. Gameplay-wise, they had to make sure that you can't fail the main quest, so it's impossible to do so with the Yes Man ending. Even if you make every faction in the game hate you. Quite the clever writing, if you ask me.
