right now it is almost 30 degree celcius. kind of hot and later it will be 40 celcius plus. should i use fan to cool them down or just give a large bowl with water. please guide i have a total of 12 cockatiels

Use a fan , but Don't let it let the fan work directly on cockatiels,put it in another room to cool the whole place, cockatiels will get sick if the fan directly works directly on them.
You can shower them more often in hot seasons, when you do so , let the place get slightly warmer for a couple of hours or a day after their shower so that they don't get cold
