Heat cures the powder, it can be be glossy or flat depends on the finish you want

What powder coating system are you using ? It doesn't look like you are using the Eastwood for the rims.
Sorry for the late reply, I'm using hi-colo brand machine, the eastwood is a great starter gun to learn basics but is limited
