It is the duty of the imam to give a pause before reciting Surah Fatiha or after it or pause between each verse so the people praying behind can also recite. It is indeed very difficult to recite along with the imam just like the questioner mentioned.
That doesn't explain the fact. That if a person is late in jamaa prayer, and joins the rukuu his rakat is considered complete even without the fatiha. I personally believe that it is sufficient that the Imam's Fatiha is for all the followers praying behind or what's the point for the loud prayers. Yet again it depends on the fatwa or school of thought you follow. It is better and safer to just recite the fatiha during prayer though.

AlhamduliLlah our imam he gives pauses in between the aya s in el fatiha so we recite aya by aya. But only one imam he does this.

Wait for the Imam to finish reciting the al Fatiha. That is the correct view.

But in Qur'an there's an Ayah thats say Stay silent when the Quran is being recited. ( I can't recite if im listening to the recitation of the Imam )
