When I went for my Master's Degree, I was the single American. When I went for my PhD, I was one of two Americans. The government does not give support for American graduate students. I was told that our government paid for graduate students from India. I was told that both India and China require their graduate students to sign contracts to return to their country (which paid their tuition) when they graduate.
