The Philippines has no Rite of Habius Corpus where the burden of setting a reasonable bail is on the state that is imprisoning a person assumed inicent. If the judge is on vacation? Too bad. You rot in jail.
No trial by a jury of ones peers, no right of discovery, no method of one to even find counsel when in jail. No common law, I think the Philippines justice system is a direct dependent of the Spanish inquisition. It has almost no relation to the legal systems of the English speaking world that using the principles of the Scottish Enlightenment.
