99% sure this is a parody of the musical Urinetown. Public toilets require a steep fee to use so the homeless are priced out (obviously intentional) of their only means of relief. The corporation who controls the bathrooms work side by side with the police and round up anyone trying to urinate in public. The sentence is a trip to Urinetown which turns out to be death. Super weird concept, but somehow works and makes for a really good musical.

One of the quickest high to low emotions I've ever experienced while watching a comedy sketch, even though I saw the end coming--it's horrifyingly hilarious.

Are you historically literate? Ever heard of Lagos or Abuja, Nigeria?
