Looks much better. The bend is a backsweep, meaning it comes back TO you, it's not a bend to angle them down or up. Its an XC bar, the Marlin is an XC bike. Trail, Enduro and Downhill bikes have bars that increasingly are designed as a U shape and bend upwards. XC bars are virtually flat (maybe 8° rise at most) with a backsweep bringing the bars closer to you but not up or down.

Honestly, it really doesn't really matter which way's "up" or what angle the bars are at, there is no real right and wrong.
You should be sitting and standing on your bike /pedals before adjusting the handlebars. Change the bike to where feels natural.
I had to twist mine recently so that they came up a bit further, because it was more comfortable for me to ride. Like changing seat hight. If it's more comfortable for you to have lower bars, you can twist them. There's a bend in the bar so you can have a variable height just by twisting them around.
But yeah no real right or wrong, if the circle thing is being held by a circle clamp, the rest is just a matter of whatever works rlly

Why are you putting that wrap on the handle bars to begin with? Did you wrap the forks to? Those handle bars are bent like that for a purpose. The bend should be more upward.

They are XC bars. Meant to be virtually flat/level
