For all of you searching for the "Equalization" effect on newer versions of Audacity, it's now called "Filter curve" and you'll have to click the "manage" option to select AM radio.
I love the fact that it’s so easy to have the exact same affect as the voice in the show. So all you have to do is just sound like him, and that’s the only hard part.
I think I've nailed the effect configuration to replicate his voice! (Obviously the accent and charm isn't included but I trust you to make up for that!) If you'd like I can post it here for yourself and others to try :) Just let me know!

With Audacity? No. There are some voice modulation programs though. Clownfish is the first free one I can think of, it would require some vst plug-ins to get an Alastor effect. Voicemod is a paid option that can get sort of close out of the box, however it's not cheap ($30) and doesn't support plug-ins as far as I know.
I don't have a good method for mobile as (to my current knowledge) Audacity does not have an app for mobile. You could however attempt to find an app with same or similar functions.

Yes, you just do slightly less of the effect.
I did 6 instead of 8 for the setting at the very end, made it less peaky and sharp.
Try to speak slower and quieter than that
But alestor is in your face
