I believe they banned it on Adult Swin bc they shared the channel with Cartoon Network. There was a pretty good chance that children would stay up long enough to watch adult swim, which likely lead to it being banned just to keep it away from children. They were probably spooked that the music might be enjoyed by kids and they would start singing the lyrics or seomthing along those lines.
Then again Cartoon Swim animated that penis belt scene in Black Dynamite and the part where the dude out of girl's room and the white guy was like: "you just have a big cock"
So I recently visited a European country where the bathroom stalls are full doors and it made me wonder also why we have such a large gap between the door and the floor. And it came to me that the gap is there in case something happens to someone in the bathroom then you can be assisted by simeone coming under the door. i don't think it was the slurs that banned this episode because when it comes to censorship south park also had some problems in the past. for example south park episode 201 ending was heavily censored with beeping noises because of the speech kyle gave about the freedom of speech and people causing violence against freedom of speech and people forgetting their constitutional rights because of fear. another one is super best friends episode it was aired perfectly fine with they showing prophet mohommad as a character. but as the time goes by comedy central banned that episode fear of muslim extremist.

Johnny Rebel was alive during the episode, but he passed away a few years later. They portrayed him rather well, because he was also on Stern and a few other radio stations. A racist yes, but not the worst one and a good-humoured soft-spoken individual (he was a hardcore racist in the 1960s and a mild one in his later years). They clearly based the episode on that material as well and the producers did their homework very well. He also behaved civil around black people IRL and I think he had more of a love-hate relation with them. The USA isn't exactly a melting pot, or at least wasn't one when he grew up. Cultures living next to each other, rather.
