What are the primary muscles worked at the hardest part?
Throughout the whole ROM, primarily the front delt, triceps and upper chest will be working.

Where would you put this exercise strength wise? I can do a couple of 90 degree HSPUs, am I good to go?
You're good to go. Less force/strength required than a 90DPU, but with a larger technical demand
