Consider how much more daunting, having such circumstances, but having to make your way in this world, all under the unending scruting, and glare of a nearly ubiquitous paparazzi. Having empathy for your fellow man, is one of the cornerstones of the exemplification of being strong in character. Sometimes that's what actually helps to get those addicted back on the road to recovery. Just a simple, most indelible gesture, that illustrates to them, that someone in fact cares for them. I understand the inherent difficulty in attempting to help those that seemingly dont care enough to help themselves. However would you, knowing this still choose such a hardline approach, relative to treatment of the afflicted parties? If so, then that would be a failure of yours, and not the addicts themselves.
