No it is a fact that donkey Kong was originally going to be a Popeye game. Nintendo couldn't get the Popeye license until king features syndicate saw that Nintendo would make a great Popeye game. And of course a Popeye game was made for the arcades.
Before it became Mario's debut, the original Donkey Kong was originally supposed to be a Popeye game until Nintendo failed to secure the licence. It's probably fitting, then, that Popeye 2 borrows heavily from the Super Mario series.
Mercifully free of Robin Williams, Popeye 2 for the Game Boy is a pretty excellent platformer - as long as you don't mind that it "borrows" a great deal from Super Mario Land!
Both games were developed by Copya System, while the second Game Boy Popeye game was released in the U.S. by Activision, the company that gave us Guitar Hero, Tony Hawk's Pro Skater and Call of Duty, among others.

RIP Robin Williams and Jack Mercer, the two men responsible for playing Popeye.
Miyamoto wanted Popeye to be the antagonist in his games, not Mario.
The gameplay in Popeye 2 is similar to other Game Boy games, though it can be repetitive.

The first "Popeye" is arcade game. This game is the only good one. Only a SNES game can beat him.
+Crabomax There was a totally different game for the Gameboy that was also called Popeye that this is a sequel to. I think it only came out in Japan
