This is no longer true. The requirements for heritage armor were reduced to simply meeting level 50, so gear updates (and character boosts) are no longer barriers to entry.

Used this on my level 60 prot pal from shadowlands. He had full epic/legendary from sanctum and sepulcher. Then the gear update wiped all of his items and gave him green 180 gear. Thanks blizz for deleting years of hard work
