I tried what you did at 1:52 and when I clicked on it, it says a DNS server cannot be used. A DNS server is not set if you selected manual under IP address settings are DNS settings when you set the Internet connection for the PS4 verify, the primary DNS, and secondary DNS or sick correctly, and the other cases the system might not have been obtained an IP address yet.
